2007 Comprehensive Statement on Postal Operations

In 1976 the United States Postal Service® filed its first annual Comprehensive Statement in accordance with 39 U.S.C. 2401 (e). This law requires that the Postal Service™ prepare a comprehensive statement that explains and addresses (1) the plans, policies, and procedures designed to comply with the statutory mission of the Postal Service; (2) postal operations generally, including data on service standards, mail volume, productivity, trends in postal operations, and analyses of the impact of internal and external factors upon the Postal Service; (3) financial information relating to expenditures made and obligations incurred; and (4) other matters necessary to ensure that Congress is "fully and currently consulted and informed on postal operations."
The Comprehensive Statement on Postal Operations is a broad summary of programs and activities from the past fiscal year. Chapter 1 addresses the postal mission and legislative developments. Chapter 2 focuses on our customers and services. Chapter 3 discusses the postal workforce and employee-related programs. Chapter 4 describes postal operations. Chapter 5 contains the Postal Service’s Annual Performance Report for 2007 and its Annual Performance Plan for 2008, as required by the Government Performance and Results Act.
