Achieve Results

Headlining 2007 are new dental and vision insurance plans and a new Consumer Accounts Card that employees can use to pay for some FSA expenses. The new Federal Employees Dental and Vision Insurance Program will be available to federal and postal employees, retirees, and eligible family members. This new program will allow dental and vision insurance to be purchased on a group basis, which means competitive premiums and no pre-existing condition limitations. Premiums will be withheld on a pre-tax basis. Employees will have more flexibility in making decisions with four separate open seasons covering Federal Employee Health Benefits, Annual Leave Exchange, FSAs, and the new Federal Employees Dental and Vision Insurance Program.

The Postal Service is committed to looking for other opportunities to contain the growing cost of health benefits that are now outside its span of control and will continue to explore the possibility of applying private sector best practices to the FEHBP program with the Office of Personnel Management.

2006 Highlights

• Postal Service recognized as a leader in the use of its balanced scorecard to set and manage objectives, and the National Performance Assessment to quantify and recognize results.

• Continued achievements in employee engagement, especially in local business- development efforts such as Customer Connect and Business Connect.

• Continued to reduce the incidence of injuries, which declined by 30 percent since 2000.

• Developed robust, extensive online curricula extending more courses to more employees at lower cost. Sharpened the focus of training on subject matter designed to improve performance and satisfy customers.

• Conducted negotiations with the four largest unions simultaneously.

2007 Priorities

• Complete and implement agreements with the four largest unions.

• Continue to identify and develop new leaders with corporate succession planning and EAS leadership development and training.

• Attract high-quality employees by communicating the value of a Postal Service career and the organizations strong commitment to being a model employer of choice.

• Expand the integration of workload data into complement planning across facilities and operations.

• Implement new postal legislation.
