Quotable Quotes . . . "Postal finances continue to reflect the dour state of the nation's economy and the anachronistic nature of our postal institution ... If there was anything accomplished from this past legislative year, it was to learn that the hope for relief via postal legislative reform was no hope at all ... Increasingly, the talk is of the likelihood of a presidential commission ... to study and make recommendations on the future of the U.S. Postal Service and the American postal system."

TELEMARKETING SCAMS. "Don't Let One Phone Call Take It All Away." That's the warning against telemarketing scams being promoted on posters displayed in many post office lobbies nationwide. It's part of USPS's involvement in National Fraud Against Senior Citizens Awareness Week this week.

The posters will remain on display beyond this week, through Oct. 19. Illegal telemarketing operations cost U.S. citizens at least $40 billion annually, according to the National Consumers League. A significant number of illegal contests and prize scams originate in Canada and the awareness campaign has been joined by the Royal Canadian Mounted Police. Other participants include the Postal Inspection Service, the Justice Department, the Federal Trade Commission and the Senior Action Coalition.

DMM VOLUMES. The USPS Domestic Mail Manual - the DMM - is the ultimate postal resource book for mailers and the public. It's a very thorough and complete book, and it's even available at "Service Guides" at www.usps.com.

But if you're a household customer and only want to know something like the best addressing formats, there's now an easier source. DMM 100, A Customer's Guide to Mailing is the first in a series of DMM handbooks. It makes it easier for customers to use the mail by providing clear, easy-to-follow information. DMM 200, designed for use by small businesses and nonprofit organizations, is in development.

PERFECT SCORES. Performance reports for the week ending Aug. 16 show 13 USPS performance clusters scan 100% of the Shipment ID barcodes they receive. "We are very pleased with the progress we are making," says Chief Operating Officer Pat Donahoe. "It will be great to have all 85 clusters at 100%." The perfect 13 clusters are Northern Virginia, Greater South Carolina, Greater Indiana, Las Vegas, Los Angeles, Sacramento, Big Sky, Baltimore, Kentuckiana, Boston, Mississippi, Suncoast and Spokane.

PC POSTAGE PREFERENCE. Use of PC Postage has increased, sales have surpassed $73 million in the past 10 months, and online auctions are leading the way. Delivery Confirmation service is part of the attraction. Now linked to some vendors' PC Postage products, Delivery Confirmation lets online sellers know when packages are delivered, a vital cog in the auction cycle. PC Postage services offered by vendors vary in features and pricing.
