GROWING PAINS. The Postal Service adds 1.7 million homes and businesses to its delivery network every year. Serving those additional delivery points requires the creation of 3,400 new carrier routes, staffed by 4,800 new employees, housed at 80 new delivery facilities costing $5 million each.

KEEPING UP WITH THE COUNTRY. A lot has changed since the old Post Office Department was transformed into the Postal Service by the Postal Reorganization Act of 1970. In 1971, we delivered 87 billion pieces of mail to 81 million homes and businesses. In 2002, we delivered 203 billion pieces of mail to 139 homes and businesses. Today, USPS delivers 133% more mail to 72% more delivery points with only 17% more employees.

DOING MORE WITH LESS. Since Fiscal Year 2000, USPS has reduced its career complement through attrition by more than 45,000 employees.
