STATEMENT OF ROBERT F. RIDER
CHAIRMAN OF THE BOARD OF GOVERNORS
UNITED STATES POSTAL SERVICE
On March 2, 2001, the Governors of the Postal Service wrote to the President and legislative leaders in Congress to express our unanimous conclusion that the statutory foundation on which the Postal Service operates is outdated and needs reform.
In June of this year, the Board commended leaders of the House of Representatives Committee on Government Reform and Oversight for their efforts to fashion a legislative proposal modernizing the postal system. The Governors continue to believe that the Postal Reorganization Act of 1971, under which we operate, must be changed.
The Governors support all efforts for appropriate reform, including a commission of distinguished citizens to review all aspects of the postal system and recommend changes that ensure affordable, universal service is maintained into the future. We also continue to encourage members of Congress to adopt appropriate legislative change which need not await the recommendations of such a commission.
