End of text information. Notes: Focusing on the period from 2006, when the initial decisions were made on FSS location and machine quantities, through 2008, we lost over 7 billion flats. We had responded to the initial declines by adding additional zones or ZIP codes to the program, increasing from 1,300 to 1,900+. This would have allowed the machines to remain productive in the existing 32 locations. End of Slide 4. Slide 5: United States Postal Service Logo in the far left top corner. Notes: However, the poor economy and the volume declines did not ease after 2008, and in fact accelerated in 2009. It is difficult to forecast future volumes. (Click to build slide) It is important to understand how the declining volume and increasing zones impacts the FSS program. As additional zones are added, it requires more runs on the machine, which lowers the hourly throughput rate. I will explain more about this on the next slide. (Click to build slide) You may recall that we increased from 1,300 to 1,900 zones in 2008. With the 2009 declines it would have required 3,000 zones to support 100 machines in their original locations. Presenter note: This slide has builds. End of Slide 5. End of text information. Notes: This chart demonstrates that the throughput (pieces sequenced per hour of run time) improves when we use fewer runs to process larger volumes. This is as a result of about 15 minutes of fixed time to finalize one run and begin processing the next run. The more flats for each stop (or address), the less zones and runs that are required, and the greater the efficiency of operation. As the sites had to select more zones to process on FSS in order to try to meet the anticipated daily volume of 280,500 pieces, they were bringing in more zones with LOWER average flats per stop, which resulted in more runs, causing throughput to deteriorate. Notes: Given these flat volume trends and the increasing number of zones planned for the machines, the only prudent thing to do was a complete review of all locations and machines to ensure we do not over-deploy any location. As sites were identified as having inadequate volumes or low pieces per delivery, other locations were reviewed to determine where space was available that could be readied at a reasonable cost and where the candidate zones had higher pieces per delivery. This review waived the earlier restriction on not deploying a single machine to a site. The Redirection Plan that was developed included space reviews with workroom floor layouts for the potential sites to ensure the equipment could be accommodated. End of Slide 7. You may recall that our original 32 FSS sites were going to have to expand to 3,000 zones to allow for the 2009 volume declines. However, with the 19 redirected machines providing more pieces per delivery, we estimate that we will have only 2,238 zones. End of Slide 11.
