Notes: First, I would like to start with the goal of the Postal Service which is to provide the tools necessary to make the right decision consistently. As illustrated on this slide, we believe that roughly 98% of the time the proper classification of the mail can be easily determined. We also recognize that roughly 2% of the time it is difficult to make this determination. In fact, it is only natural that there are some difficult decisions and that is why we have an appeal process. However, we believe that over time, as precedent decisions are issued, the number of “difficult decisions” will decrease. Our goal is to help you understand this clarification to Standard Mail eligibility and provide tools to assist you. End of Slide 3.
