Mail Piece Quality Control, (MQC)
Standard Operating Procedure
 
The U.S. Postal Service™ developed Mailpiece Quality Control (MQC) training to assist mailers, printers, and mailing services in increasing their knowledge of proper mailpiece design. The program is a self-study course designed to train mailers to develop mailpieces that meet the USPS goal of 100 percent automation compatibility. Mailpieces that meet USPS® regulations can significantly reduce postage costs and improve product deliverability. In addition, mailers who are knowledgeable of automation requirements can take advantage of automation discounts, which further reduce mailing costs.

Upon completion of training, individuals who would like to be recognized as their company's MQC specialist can take a certification examination. An MQC certificate will be issued upon successful completion of the exam.
This Standard Operation Procedure (SOP) should be used when you are planning to administer the Mail Piece Quality Control, (MQC) program at your PCC.

The PCCs may place an order for the required MQC materials such as the MQC Self-Study Guide with Final Exam for each student. They may provide the students with the URL to access the on-line examination and the students can take their exams on-line if they wish. The PCC must assign each individual student their own Confirmation Number, which will be provided to them upon registration. Each registration is confirmed with an email providing the Confirmation Numbers. A sample excel spreadsheet is available from the http://www.usps.com/nationalpcc website and should be used to collect and consolidating this information. Please capture the appropriate information and attach with the MQC order. The PCCs may elect to print their own copies of the MQC Self Study Guide from the internet and then teach the course to the students and provide the students with the URL to obtain the MQC Order Form.

PCCs may also print copies of the MQC Order Form for each student, so they can fill that out when they are ready to take the exam. The PCC should tell the students to place their order for the necessary materials (Option 4 – MQC Final Exam) and let them know they do not need to order the MQC Self Study Guide – Option 2 because they have been provided this material from the class and/or they can provide them the direct URL link to the MQC Self Study Guide for their convenience.

The MQC exam is open book – use the MQC Self Study Guide located at: http://pe.usps.gov/mpdesign/misc_docs/mqc.pdf To obtain the MQC Order Form, MQC On-Line Examination and/or information about the on-line exam, the files are located at: http://ribbs.usps.gov/ If the student is taking the exam on-line and is having any problems with the system, they can contact the MQC Administrator in Memphis TN at 1-800-331-5746 and ask to speak with the MQC department. The MQC Administrator is available Monday through Friday from 7:00 am to 4:00 pm central time.
