What are some of the major changes to international mail?

The changes include a reorganization of international products. The proposal reorganizes eight international products with overlapping prices and service standards into four: Global Express Guaranteed, Express Mail International, Priority Mail International and First-Class Mail International.

What kinds of services have customers requested?

Customers have expressed the desire for clear and concise product options to choose from. They would like to have the same quick, easy and convenient shipping options as are available domestically. Also, customers have stated a preference for using the same packaging for both domestic and international shipments, Free Package Pickup, and better tracking and package visibility — all at the Postal Service’s competitive prices.

What international products would be eliminated?

Product realignment provides more reliable and economical international shipping options with improved service for customers. The product simplification will eliminate:

  • Products that are no longer cost effective, lack market demand or are redundant in USPS product offering.
  • Economy (surface) products such as Parcel Post, Letter Post, Publishers’ Periodicals, Books and Sheet Music, and M-bags.
  • Aerogrammes and Recorded Delivery service.

What are some unique, new international services?

Customers will enjoy added convenience through the use of domestic shipping supplies and flat-rate options as well as increased visibility and more specific delivery times to major foreign destinations. Online shippers will receive discounts when paying postage online through usps.com and authorized postage vendors.

Are all international mail prices being adjusted?

Yes, all international product prices are being increased an average of 13 percent. The price adjustment for First- Class Mail International will be 8.6 percent. However, in some cases, the increase will be less. A 1-ounce letter to Canada or Mexico would increase from 63 to 69 cents.

When will the international changes take effect?

USPS has proposed that the changes be implemented concurrent with the domestic rate change.

I'm hearing there will be a Priority Mail Flat Rate Box offering for international mail similar to domestic — is that true?

Yes. Regardless of weight or allowable contents, the Priority Mail International Flat Rate Boxes are proposed to be $23 to Canada and Mexico, and $37 for all other countries.

Will there be a Priority Mail Flat Rate Envelope for international at a single price?

Priority Mail International Flat Rate Envelope would no longer have five separate rate groups and prices. There will be one price for Canada and Mexico — $9 — and one price for all other countries — $11.

Is USPS proposing dimensional weight pricing for Priority Mail International packages?

No.

What will be the prices for Express Mail International Flat Rate Envelopes?

The Express Mail International Flat Rate Envelope price to Canada and Mexico will be $22, and for all other countries — $25.

Are there any significant changes to international special services?

Except for the elimination of Recorded Delivery service, the structure of international special services remains the same.
