Q: In the March/April 2006 issue, you answered a question regarding payment and application of a Standard Mail presort mailing fee. Does the same criteria apply to the First-Class Mail presort mailing fee?

A: No. The application of the First-Class Mail presort fee and Standard Mail presort fee is not the same when postage is paid using a permit imprint.

Persons or organizations (e.g., letter shops) paying a First-Class Mail presort mailing fee may enter any First-Class Mail of their clients, as well as their own, regardless how postage is paid, as long as the mailing permit is with the same Post Office. See DMM 233.3.4.

When Standard Mail mailings are paid using a permit imprint, the mailer whose permit imprint appears on the mail, must pay a Standard Mail presort fee. See DMM 243.3.4

National PCC Day, September 20, 2006

Mark your calendars for this year’s National PCC Day, hosted by the Dallas and Forth Worth PCCs at the Arlington Convention Center, Arlington, Texas on Wednesday, September 20. In addition, Madison, Wisconsin (the 2005 host site), and Miami-Dade County, Florida (the 2005 PCC of Year), are participating in the live broadcast. While there will be a satellite link in Madison for this year, the actual event will be live from Lambeau Field - Green Bay, Wisconsin.

Postmaster General John E. Potter and other top USPS executives will be featured during the one-hour broadcast.

Contact your local PCC for more information regarding local events and location(s) where the broadcast may be viewed.
