Q. In the December, 2002, Mailers Companion, Dr. Barcode answers a question regarding getting started using bulk mail. The answer states that paying postage using a permit imprint involves a one-time $150 fee. I’m confused; are not mailing fees paid annually?

A. Yes, mailing fees are paid annually and you are not the first to be confused. A mailer choosing to pay for bulk postage using a permit imprint must complete Form 3615, Mailing Permit Application and Customer Profile, and pay a $150 one-time application fee at the post office where mailings are made.

If the mailer chooses to pay for bulk postage using either a postage meter or precanceled stamps no application fee is required. However, in all cases a separate annual mailing fee may also be due, depending on the class of mail to be prepared.

The one-time permit application fee should not be confused with annual mailing fees.
