O R D E R

On April 22, 2005, an Initial Decision was issued in which it was concluded that all mail, currently being held or hereafter received, addressed to Hair Loss Clinic, Hair Loss Control, Hair Loss Center, and/or Hair Clinic, at 7170 Steubenville Pike, Oakdale, PA 15071-9112 should be delivered as directed by Charles DiNardo.

Since no appeal has been filed and the Judicial Officer has determined he will not exercise his discretion to review the Initial Decision on his own motion, the Initial Decision has become the final agency decision as provided in 39 C.F.R. §965.12.
