POSTAL SERVICE DECISION

On January 8, 2004, Petitioner filed a Fourth Petition to Revoke, Amend or Modify Pursuant to 39 C.F.R. §958.13 (Fourth Petition) in which he appears to raise the same issues presented in his prior petitions and which were considered and rejected as a basis to revoke, amend or modify previous orders and Postal Service Decisions.  See Postal Service Decisions dated August 21, 2003, October 2, 2003 and November 20, 2003.  Accordingly, Petitioner’s Fourth Petition is summarily denied and no further action in this proceeding will be taken.  Subsequent petitions in this proceeding will be denied without further comment.
