            On April 30, 2003, an Administrative Law Judge issued an Initial Decision granting the Petition and upholding Petitioner’s right to continue to obtain service at P.O. Box 12, Owings Mills, MD 21117-0012.  No appeal from the Initial Decision having been filed within the time allowed, that decision is now the Final Agency Decision of the Postal Service as provided in 39 C.F.R. §958.9.
