ORDER

On April 25, 2003, an Administrative Judge issued an Initial Decision in which he concluded that Petitioner’s challenge to the withholding of his Pay-for-Performance reserve account was beyond the scope of the rules applicable to administrative offset proceedings.  Since no appeal has been filed and the Judicial Officer has determined he will not exercise his discretion to review the Initial Decision on his own motion, the Initial Decision has become the final agency decision as provided in 39 C.F.R. §966.11.
