            On November 13, 2002, an Administrative Law Judge issued an Initial Decision granting the Petition and reversing the Postmaster's determination to terminate post office box service to Petitioner.  No appeal from the Initial Decision having been filed within the time allowed, that Decision is now the Final Agency Decision of the Postal Service as provided in 39 C.F.R. §958.9.
