On March 26, 2002, an Initial Decision was issued in which it was concluded that all mail, currently being held and hereafter received, addressed to Ernest D'Angelo at 101 Briny Avenue, Apt. #411, Pompano Beach, FL  33062-5611, should be delivered as directed by Zoita D’Angelo.

Since no appeal has been filed and the Judicial Officer has determined he will not exercise his discretion to review the Initial Decision on his own motion, the Initial Decision has become the final agency decision as provided in 39 C.F.R. §965.12.
