O R D E R

On February 28, 2001, an Administrative Law Judge issued an Initial Decision granting Respondent's Motion for Summary Judgment and upholding the determination of the Postmaster at Silver Springs, FL, to refuse post office box service to Petitioner. No appeal from the Initial Decision having been filed within the time allowed, that Decision is now the Final Agency Decision of the Postal Service as provided in 39 C.F.R. §958.9.
