On June 11, 2001, an Administrative Law Judge issued an Initial Decision in which he granted the Petition on behalf of Alexander Economos (Petitioner) and further concluded that Respondent must return any amount that has already been withheld from Petitioner. Since no appeal has been filed and the Judicial Officer has determined he will not exercise his discretion to review the Initial Decision on his own motion, the Initial Decision has become the final agency decision as provided in 39 C.F.R. §966.11.
