O R D E R

On March 22, 2000, an Administrative Law Judge issued an Initial Decision in which he concluded Respondent was entitled to collect by administrative offset $2,468.83 from the final leave and pay of Petitioner. Since no appeal has been filed and the Judicial Officer has determined he will not exercise his discretion to review the Initial Decision on his own motion, the Initial Decision has become the final agency decision as provided in 39 C.F.R., §966.11.
