On June 22, 1999, Chief Administrative Law Judge Bruce R. Houston issued an Initial Decision dismissing Petitioner's appeal from the notice of withholding of his mail. No appeal from the Initial Decision having been filed within the time allowed, that decision is now the final agency decision as provided in 39 C.F.R. §964.15(a) and the order authorized under 39 U.S.C. §3003(b) is issued herewith.
