O R D E R

On September 23, 1999, an Administrative Law Judge issued an Initial Decision upholding the determination of the Postmaster at Gardner, MA, to refuse post office box service to Petitioner. No appeal from the Initial Decision having been filed within the time allowed, that Decision is now the Final Agency Decision of the Postal Service as provided in 39 C.F.R. §958.9.
