O R D E R

            On November 17, 1992, an Initial Decision was issued in which an Administrative Judge determined that mail addressed to Caroline S. Rock, at NDCBU #11, 8820 Brook Road, Glen Allen, VA 23060-4001, may be treated as undeliverable in accordance with the Domestic Mail Manual, unless within a reasonable period Disputant Caroline Rock files a change of address notice with the Glen Allen Post Office.

            Disputant Caroline Rock has filed an appeal in which she takes exception to certain findings and conclusions in the Initial Decision, and claims that certain documents relied on by the Administrative Judge in issuing the Initial Decision are invalid or no longer binding.  Disputant Caroline Rock has not established that the documents relied on by the Administrative Judge are invalid or nonbinding, or that the Administrative Judge improperly relied on those documents in issuing the Initial Decision.  Furthermore, Disputant Caroline Rock has not shown that the Initial Decision is clearly erroneous or that she is otherwise entitled to obtain delivery of mail at the address in dispute.  Therefore, the Judicial Officer declines to exercise his discretion to grant review of the Initial Decision.  Accordingly, the Initial Decision is the final agency decision as provided in 39 C.F.R. §965.12.
