ORDER

On September 26, 1990, Administrative Law Judge Randolph D. Mason issued an Initial Decision in which he determined that mail addressed to BENT ELBOW, 7700 Roosevelt Boulevard, Philadelphia, PA 19152-5817, which is currently being held, or hereafter received, is to be delivered in accordance with the direction of Richard A. Patete, Jr., Esq. Since no appeal has been filed and the Judicial Officer has determined he will not exercise his discretion to review the Initial Decision on his own motion, the Initial Decision has become final as provided in 39 C.F.R. §965.12.
