Mason issued an Initial Decision dismissing for lack of jurisdiction an appeal from an agency decision determining a postage deficiency with respect to Petitioner's special bulk rate third-class mail authorization. No appeal having been filed therefrom within the time allowed therefor, that decision is now the final agency decision of the Postal Service as provided in 39 C.F.R.  § 954.19(b).
