On September 30, 1985, Administrative Law Judge Quentin E. Grant issued an Initial Decision affirming the denial of second-class mail privileges for "ADECA NEWS." No appeal having been filed therefrom within the time allowed therefor, that decision is now the final agency decision of the Postal Service as provided in 39 C.F.R. § 954.19(b).
