On August 23, 1983, Administrative Law Judge Quentin E. Grant issued an Initial Decision affirming revocation of the reentry authorization for IAR HOTLINE as a publication of a strictly scientific society. No appeal having been filed therefrom within the time allowed therefor, that decision is now the final agency decision of the Postal Service as provided in 39 C.F.R. § 954.19(b).
