Grant issued an Initial Decision affirming the denial of an application for second-class mail privileges for the publication "Commodore - The Microcomputer Magazine." No appeal having been filed therefrom within the time allowed therefor, that decision is now the final agency decision of the Postal Service as provided in 39 C.F.R. § 954.19(b).
