On September 18, 1981, Chief Administrative Law Judge William A. Duvall issued an Initial Decision dismissing a proposal to annul second-class mail privileges of "THE SQUIRE." No appeal having been filed therefrom within the time allowed therefor, that decision is now the final agency decision of the Postal Service as provided in 39 C.F.R. § 954.19(b).
