The above-captioned matter is before the Judicial Officer on Respondent's exceptions to the Chief Administrative Law Judge's Initial Decision. The Judicial Officer has examined the record in the light of Respondent's exceptions to the Initial Decision. No error has been found in the Initial Decision. As Respondent's appeal involves no new or unsettled matter and the Initial Decision properly reviews the proceeding and adequately sets out the basis for the conclusion reached by the Chief Administrative Law Judge, the Initial Decision is adopted as the basis of this Postal Service Decision and will be attached hereto.

A remedial order pursuant to 39 U.S. Code 3005 will issue forthwith.
