2006 APO/FPO Absentee Ballot Express

The Military Postal Service (MPS) and the US Postal Service are again combining efforts to expedite the delivery of absentee ballots to and from military post offices (MPO’s) overseas for the November national election.

Prograde (Outgoing to overseas)

Special processing procedures Monday, September 18 to Monday, November 6.

County Election Officials will be requested to separate absentee ballot mail addressed to APO/FPO addresses and sort them to the three military mail ISC gateways: ISC New York, ISC Miami, and ISC San Francisco, using facing slips to identify each bundle.

Local Post Offices will coordinate the mailing of the ballots and expedite their dispatch to the gateways via the Express Mail network. The gateways will place the ballots in specially marked trays which will be given the highest priority in transportation overseas.

Retrograde (Return from overseas)

Special procedures Saturday, October 1 to Friday, November 17.

During this period ballots will receive special handling and accounting at the MPOs and the gateways.
 
  • October 1 - 31
    Ballots received at the gateways will be given priority First-Class Mail processing to the local election office
  • November 1-17
    MPO’s will Express Mail individual ballots to the local election offices.
  • November 3 to November 6
    Ballots received at the gateways as First-Class Mail will be Express Mailed to the local election office
