To receive ACS handling, mailpieces in all classes except Periodicals must
bear the endorsement Address Service Requested or Change Service
Requested (see Exhibit 4 below). The mailpiece's proper handling will vary
depending on the age of the record, which endorsement is used, the mail
class, and for mailpieces that are undeliverable because of a move, whether
the pieces can be forwarded. Under certain circumstances, manual notices
will be provided instead of ACS notices.
