The Postal Service provides bulk proof of delivery records either in a Signature Extract File obtained using File Transfer Protocol (FTP) or on a CD-ROM. This is a separate file from the electronic option Signature Confirmation, Express Mail, or other extra services extract files that contain scan event data.
To open the encrypted file, the mailer uses the access key code that the Postal Service provides to the mailer, via e-mail, when it approves the customer’s request to participate in the program. If a mailer chooses a third-party designee to receive its records, the third-party designee will provide the mailer with a key code to open its records.
