3-3 Certification Process for Electronic File Transmission

3-3.1 Establish a Profile

3-3.1.1 Submit the Forms

The mail owner or designee must complete and submit PS Form 109, even if the Postal Service has already certified the barcode software. For sending electronic files, the mail owner or designee must also submit PS Form 1357–S, (Customer) Request for Computer Access. The NCSC will process these submissions, create a customer profile, and contact the applicant with a log-on ID and password to connect to the Postal Service.

3-3.1.2 Choose Method of Transmission

Mail owners or third-party designees who later may want to receive return receipts in bulk (see chapter 4) may want to choose FTP rather than EDI as their method of transmission. EDI is unavailable for downloading Signature Extract Files.

Files may be transmitted using the File Transfer Protocol (FTP) via the nternet, or by using Electronic Data Interchange (EDI). See 3-5.3 for more information. Once the application process is complete, Confirmation Services Support will conduct a short test of the electronic file and barcodes.
