This subchapter establishes the conditions and procedures for determining
eligibility for and computation of basic hours of work and pay, overtime pay,
special pay premiums, and allowances to bargaining unit employees where their
labor agreement does not provide specific conditions and procedures and to
nonbargaining unit employees except Inspection Service employees covered by
law enforcement provisions and Office of Inspector General employees.
