How to Submit a Postal Bulletin Article — 2008

In order for an article to be published, we must have one complete electronic file, a signed clearance by a PCES manager of the submitting office, and all artwork submitted by one originator (whose name is on the clearance) by the deadlines below. Otherwide, the article will not be published in the issue.

  1. Determine When You Want the Article to Appear in the Postal Bulletin.

    Use the following table to determine when you must submit your article for publication in the Postal Bulletin. Issues with early deadline dates are in bold.

    If you want your article published on (issue date)... then you must submit the electronic file of your article, the signed clearance memo, and all graphics by (deadline date)...

  2. Meet the submission deadline date and time.

    You must submit your article as follows:

    • Submission deadline: 10 a.m. on Wednesday before an issue publication date (see the table for issue dates).
    • Holiday submission deadline: 10 a.m. on Tuesday before an issue publication date (see the table for Tuesday holiday deadlines, which are in bold).
  3. Submit the article and graphics.

    To submit the article, you must send an e-mail to Postal Bulletin and attach the following files:

    • A Microsoft Word file of the article.
    • A 300 dpi electronic file (preferably a TIFF file) each of all graphics that go with the article.

  4. Submit the clearance memo.

    To create a clearance memo, go to the PolicyNet Web site via http://blue.usps.gov; under “Essential Links” on the left, click on References, then in the blue sidebar on the left, click on Clearance. Fill out the clearance online, print, and make sure the PCES manager from the submitting office signs it. Submit your signed clearance memo to the Postal Bulletin editor in one of the following ways:

    • E-mail a scanned copy to Postal Bulletin.
    • Fax a copy to 703-292-4023.
    • Deliver or mail a copy via interoffice mail to Postal Bulletin, 3rd floor, Rosslyn.

  5. If the article provides information on how readers can order directives, forms, or supply items from the Material Distribution Center (MDC), contact Topeka Operations.

    Contact the MDC in Topeka, KS, if your Postal Bulletin article references the availability of directives, forms, or supply items that are stocked at that facility. Verify the ordering information in your article with Topeka Operations at least 10 business days before submitting the final copy of the article to the Postal Bulletin editor.   6. Contact the Postal Bulletin editor for help.
