Handbook F-66C, Field Investment Policies and Procedures, RevisionWe have revised Handbook F-66C, Field Investment Policies and Procedures. The March 2006 edition, which replaces the March 1999 edition, focuses on strengthened performance, a clearly defined risk analysis process, and program compliance status reporting for investments requiring a decision analysis report. Handbook F-66C is available on the Postal ServiceTM PolicyNet Web site: • Go to http://blue.usps.gov. • Under "Essential Links" in the left-hand column, click on References. • Under "References" in the right-hand column, under "Policies," click on PolicyNet. • Then click on HBKs. (The direct URL for the Postal Service PolicyNet Web site is http://blue.usps.gov/cpim.) We will not distribute printed copies. The F-66C is the last in the series to be updated. Stamp Stock LimitsEffective April 1, 2006, Post OfficesTM and retail postal units must return to the existing policy for 3-month stamp stock limits. See "Handbook F-1 Revision: Stamp Stock Limits" in Postal Bulletin 22148 (2-17-05, pages 25-26) or Handbook F-1, Post Office Accounting Procedures, sections 422.21 and 482.3 for more information. A list of stamp stock items to be withdrawn from regular sale effective close-of-business March 31, 2006, was published in Postal Bulletin 22174 (2-16-06, pages 65-66). Post Offices and retail postal units are directed to do the following: • Withdraw the stamp stock items from sale. • Prepare these items for destruction. • Submit items to destruction sites according to locally established procedures. • Follow guidelines in Handbook F-1, Subchapter 45, Destroying Stamp Stock. — Revenue and Field Accounting, |
