NOTICE
Employee Resource Management has extended the National Manpower (Temporary Services Personnel) contract for a 3-year period, ending April 2007. Corporate Personnel Management (CPM) manages the contract. This contract allows for easier transitions for management of temporary personnel and freezes pricing for a longer period, giving managers the ability to accurately forecast their temporary services costs for budgeting purposes.
During this extension, reviewing managers can use the Manpower Direct Time system to approve or reject time slips submitted by temporary personnel assigned to their office.
Per customer request, we have added three new positions to the contract - general office helper, rural route counter, and data entry II-team lead - and we will consider more as the need arises. We have encouraged customers to continue considering other positions and contact CPM for assistance (see contact information below).
The eBuy catalog for Manpower is available. We require a 30-day notice (before the start date), but we recommend a 60-day notice on all requests for temporary services personnel to cover both Manpower's recruiting and the Inspection Service's security clearance processes.
The eBuy catalog is a mandatory source for all temporary agency employees. Do not solicit or use other sources, unless approved by the CPM manager and the contracting officer. (You can still hire casual employees as employees using PS Form 50, Notification of Personnel Action.)

Due to heightened security, many foreign postal administrations require complete sender and addressee information in roman letters and arabic numerals on postal items. Without this information, mailed items are subject to return.
Consequently, effective October 28, 2004, International Mail Manual (IMM) 122.2 and 431 and Publication 51, International Postal Rates and Fees, are revised to reflect this requirement. In addition, in the IMM, the Individual Country Listing for Canada is revised to reflect Canada's requirements pursuant to the Canada Customs Act.

ICM UPDATES
We have combined ICM updates into one Postal Bulletin article to save space and paper. 7 ICM updates appear here.
On January 30, 2004, the Postal Service entered into an International Customized Mail (ICM) Service Agreement with a Qualifying Mailer. In accordance with International Mail Manual (IMM) 297.4, the Postal Service now makes public the following information concerning the Agreement:
a. Term: February 1, 2004, through January 31, 2005.
b. Type of mail: Global Direct - Canada Lettermail. Every item must conform to the mailing requirements the Postal Service provides.
c. Destination countries: Canada.
d. Service provided by the Postal Service: The Pos- tal Service has agreed to:
1. Provide the Mailer with pre-mailing consultation on postal regulations as they relate to Lettermail, including information on indicia, mail preparation and presentation.
2. Furnish the Mailer with any equipment and/or supplies required for the use of Qualifying Mail.
3. Verify the mailings at the Business Mail Entry Unit at the Processing and Distribution Center the Postal Service designates.
4. Facilitate postage payments through the use of Permit accounts.
5. Arrange transportation for Qualifying Mail from the Mailer's plant to the USPS Processing and Distribution Center, and to the appropriate Canada Post Corporation acceptance site in Canada.
6. Coordinate with Canada Post Corporation for delivery to addressees.
e. Minimum volume commitment: The Mailer has agreed to meet an annualized minimum volume commitment of 50,000 pounds of Qualifying Lettermail or to pay at least $300,000 in postage on an annualized basis for Qualifying Lettermail.
f. Worksharing: The Mailer has agreed to:
1. Present all ICM Mail in accordance with the preparation requirements the Postal Service provides and to pay any penalty Canada Post Corporation may assess for mail which is not prepared in accordance with the appropriate preparation requirements.
2. Present mail for plant loading at the Mailer's location.
3. Pay postage to the Postal Service, either directly or through a mailing agent, for all Qualifying Mail by use of a dedicated permit imprint subject to the conditions stated in DMM P040.
4. Provide the Postal Service with projections of mailings including the intended date of mailing, weight, volume, and tender locations.
5. Provide the Postal Service with notification of any new acceptance sites and appropriate permit numbers, via e-mail or by fax at least two (2) weeks before the startup of each additional site.
g. Rates: The Mailer has agreed to pay postage for Qualifying Mail according to the rate charts in Exhibit 1.

e. Minimum volume commitment: The Mailer has agreed to meet an annualized minimum volume commitment of 1,200,000 pieces of Qualifying Mail.

1. Mail a minimum of 25,000 Admail items or 250 pounds with at least 1,000 pieces per mailing.
2. Tender Qualifying Mail to the USPS in accordance with Canada Post Corporation requirements for Admail.

Pay postage to the Postal Service, either directly or through a mailing agent(s), for all Qualifying Mail with a dedicated unique permit imprint to be used only for Qualifying Mail, subject to the conditions stated in DMM P040. d. Service provided by the Postal Service: The Pos- tal Service has agreed to:
1. Furnish the Mailer or its agent(s) with the postal equipment and postal supplies required for the use of Qualifying Mail.
2. Provide the Mailer or its agent(s) with any training necessary to prepare mail shipments in conformity with the requirements for Qualifying Mail.
3. Provide the Mailer with technical assistance necessary to prepare the necessary information linkages, electronic data files, and data exchanges.
4. Arrange with carriers to transport Qualifying Mail to international destinations where the proper authority will effect delivery.
5. Return Global Express Mail (EMS) items refused by an addressee and undeliverable items to the Mailer via Express Mail at no charge provided that the return rate is no more than four percent (4.0%) of total volume.
6. Return Global Express Mail (EMS) items and Airmail Parcel Post items receiving Customs Pre-Payment, whether refused by an addressee or undeliverable, to the Mailer at the fees listed in Exhibit 1.
7. Return Airmail Parcel Post items refused by an addressee and undeliverable items to the Mailer according to the provisions of IMM 771.
8. Provide the Mailer with access to tracking reports, if applicable to the service, and delivery performance reports on a regular basis.
9. Present, at the Mailer's request, a customized binding Proposal detailing the number of hours required to complete a harmonization process. The Proposal shall be presented before the process begins.
10. Send an electronic data file for Global Express Mail (EMS) to Australia, Canada, Japan, Singapore, and the United Kingdom and to send an electronic data file for Airmail Parcel Post to Australia, Canada, Singapore, and the countries of the European Union indicated in Exhibit 2 that will allow the Customs officials to review the contents of each shipment before the packages arrive.
e. Minimum volume commitment: The Mailer has agreed to meet an annualized minimum volume commitment of 3,000 packages of Qualifying Mail.
f. Worksharing: The Mailer has agreed to:
1. Establish the necessary linkages with the Postal Service so that the Mailer and the Postal Serivice can exchange data transmissions concerning the Mailer's packages; and so that the Postal Service can extract information by scanning the Mailer- provided barcode on each package.
2. Exchange electronic information with the Postal Service according to the specifications and instructions the Postal Service provides.
3. Pay for the return of Global Express Mail (EMS) items and Airmail Parcel Post items receiving Customs Pre-Payment, whether refused by an addressee or undeliverable, at the fees listed in Exhibit 3.
4. Pay postage to the Postal Service, either directly or through a mailing agent, for all Qualifying Mail by use of a permit imprint subject to the conditions stated in DMM P040 (with the exception that DMM P040.1.1 shall not apply) and IMM 152.3.
5. Provide the Postal Service, via fax or e-mail, with notification of new permit numbers used for Qualifying Mail, one week in advance of using the new permit numbers.
6. Provide the appropriate Postal Service acceptance sites a schedule of mailings, including the intended date of tender, weight, volume, and location where mail will originate, in accordance with instructions the Postal Service provides.
7. Present the mailings to the Postal Service at a location the Postal Service designates.
8. Pay for any requested harmonization at a rate of $250 per hour.
