Background:
Since January 2007, all persons — including U.S. citizens traveling by air from Canada, Mexico, the Caribbean, and Bermuda — have been required to present a passport to enter or re-enter the United States.

For travel by land or sea, U.S. citizens currently need to present either a passport, passport card, government issued photo ID (drivers license), or proof of citizenship (birth certificate).

At a later date, during the summer of 2009, the full requirements of the land and sea phase of the Western Hemisphere Travel Initiative (WHTI) will be implemented. This will require most U.S. citizens entering the United States through sea or land ports of entry to present a passport, passport card, or WHTI document.

An independent federal agency, the U.S. Postal Service is the only delivery service that visits every address in the nation — 146 million homes and businesses. It has 37,000 retail locations and relies on the sale of postage, products and services to pay for operating expenses, not tax dollars. The Postal Service has annual revenues of $75 billion and delivers nearly half the world’s mail.
