Linda Kingsley was named senior vice president of Strategy and Transition in January 2007. She oversees the development of plans and analyses that contribute to the Postal Service’s strategic direction. Prior to this position, Kingsley was vice president of Strategic Planning since 2003.
Kingsley plays an integral role in the management and implementation of postal regulations signed into law in December 2006. From July through September 2009, Kingsley acted as vice president, Area Operations, Northeast Area.
Kingsley has extensive knowledge of the rate-setting process and has testified in Congress on three rate cases, both as a member of the Postal Service's Rates organization and as an operations expert. As manager of Operational Requirements she worked with major mailer customers to improve mail preparation. Kingsley also has served in the Headquarters Office of Processing Policies and Programs, where she participated in the nationwide implementation of delivery point sequencing letter mail.
Kingsley’s other field assignments included operations support specialist in the Western Area, acting manager of In-Plant Support in Reno, Nevada, and acting plant manager in Linthicum, Maryland.
Kingsley began her postal career in 1985 as an industrial engineer trainee in the former Central Region located in Chicago, Illinois.
Kingsley has a Bachelor of Science degree in industrial engineering from the University of Wisconsin Madison and a Master of Business Administration degree from the University of Maryland.
